Assistant City Manager

City of Elsa

Mr. Fabian Rodriguez serves as the Assistant City Manager for the City of Elsa, providing high-level executive leadership across core municipal operations and guiding the advancement of the city’s strategic priorities. His role is instrumental in strengthening organizational performance, enhancing service delivery, and supporting major infrastructure and development initiatives that shape Elsa’s long-term prosperity.

With a background that blends technical expertise, regulatory knowledge, and executive management experience, Mr. Rodriguez plays a central role in driving operational excellence and supporting governance functions throughout the organization.


Executive Scope of Oversight

In his capacity as Assistant City Manager, Mr. Rodriguez exercises broad oversight and coordination across several essential municipal divisions, including:

  • Water Treatment Operations
  • Wastewater Plant Operations
  • Public Works and Infrastructure Services
  • Stormwater and Drainage Management
  • Code Enforcement and Municipal Compliance
  • Planning and Zoning Administration
  • Public and Environmental Health Services

His leadership helps ensure that these critical functions operate in alignment with the city’s goals, regulatory obligations, and established performance standards. This integrated oversight strengthens internal coordination, enhances regulatory adherence, and supports the efficient use of city resources.


Expanded Executive Responsibilities

Mr. Rodriguez is a key architect of organizational strategy and municipal operations. His responsibilities include:

  • Providing direct executive leadership to division heads      and supervisory personnel responsible for infrastructure, compliance,      planning, and health-related services.
  • Overseeing personnel management functions, including      recruitment, development, performance evaluation, and staffing strategy      for areas under his purview.
  • Ensuring regulatory compliance across environmental,      public health, and infrastructure-related operations through active      licensure and technical expertise.
  • Serving as a senior advisor on matters involving policy      development, operational improvements, capital planning, and citywide      initiatives.
  • Evaluating departmental performance, identifying      operational gaps, and implementing corrective actions to enhance service      quality and operational reliability.
  • Representing the City of Elsa at regional and statewide      meetings, public presentations, stakeholder engagements, and interagency      collaborations.
  • Supporting executive decision-making by preparing      detailed studies, operational reports, policy recommendations, and      long-term planning assessments.
  • Guiding budget formulation, monitoring expenditures,      and ensuring responsible stewardship of public funds across assigned      divisions.

His professional credentials include licenses as a TCEQ Customer Service Inspector, Licensed Water Plant Operator, and Texas Department of Agriculture Pesticide Applicator, reflecting a strong technical foundation in municipal environmental operations.


Essential Duties and Strategic Functions

Mr. Rodriguez’s role encompasses a wide range of executive functions essential to the city’s operational stability and growth, including:

  • Directing complex municipal operations to meet      organizational goals with the highest standards of efficiency and      accountability.
  • Developing operational strategies and internal      processes to modernize systems and strengthen municipal service delivery.
  • Leading long-range infrastructure and development      planning efforts in coordination with regional partners and engineering      consultants.
  • Conducting detailed organizational analysis to support      continuous improvement initiatives focused on safety, compliance, and      operational optimization.
  • Building strong interdepartmental communication      channels to ensure coordination across all operational and regulatory      divisions.
  • Presenting technical and administrative information to      elected officials, boards, commissions, and community groups in a clear      and professional manner.
  • Monitoring budget performance, implementing      cost-control measures, and ensuring allocation of resources aligns with      strategic priorities.
  • Ensuring that city personnel, equipment, materials, and      facilities are utilized effectively and responsibly to advance municipal      objectives.
