Director of Field Operations - City of Elsa

The Director of Field Operations for the City of Elsa holds a pivotal role in ensuring our community's efficient functioning and development. This multifaceted role involves overseeing a diverse range of responsibilities that significantly impact the city's well-being.


Scope of Responsibilities:

As the Director of Field Operations, this position centralizes the leadership and management of various departments, which include:

  • Water Treatment Plant
  • Wastewater Plant
  • Public Works
  • Storm Water Division
  • Code Enforcement Department
  • Planning Department
  • Health Department

This strategic consolidation enhances alignment, coordination, and strategic planning across these crucial areas. Ultimately, this integrated approach benefits the overall functioning of the city.


Key Responsibilities:

The Director of Field Operations plays a pivotal role in ensuring the efficient operation of multiple departments. Responsibilities include:

  • Overseeing the recruitment, employment, evaluation, and release of staff in the Code Enforcement Department and Health Department.
  • Supervising all organizational staff, including the Building Official, Code Enforcement Officer, Mosquito control, and serving as Chief Health Inspector.
  • Holding licenses such as the Texas Commission on Environmental Quality Customer Service Inspector, licensed Water Plant Operator, and Texas Department of Agriculture Pesticide Applicator.


Essential Job Functions and Duties:

This role encompasses a wide array of duties critical to the city's growth and development:

  • Managing and supervising operations and departments to achieve goals within available resources.
  • Planning and organizing workloads and staff assignments.
  • Training, motivating, and evaluating assigned staff.
  • Reviewing progress and directing changes as needed.
  • Providing leadership and direction in the development of short- and long-range plans.
  • Gathering, interpreting, and preparing data for studies, reports, and recommendations.
  • Coordinating department activities with other departments and agencies as needed.
  • Offering professional advice to supervisors and other officials.
  • Making private and public presentations to supervisors, city council, boards, commissions, civic groups, and the public.
  • Ensuring that assigned areas of responsibility are performed within budget.
  • Performing cost control activities.
  • Monitoring revenues and expenditures to assure sound fiscal control.
  • Preparing and administering annual budget requests.
  • Assuring effective and efficient use of budgeted funds, personnel, materials, facilities, and time.


Education:

The Director of Field Operations brings a strong educational background to this role, holding an Associate of Applied Sciences for Mechatronics Technology from Texas State Technical College and a Management degree from Mount Marty University.
