In the early 1900s land speculators, began to buy up the land that was to become the Delta Area of the Lower Rio Grande Valley of Texas. The founders of Elsa were wealthy landowners from Scotland. William and Elsie George purchased half of the land in what is now known as the Delta Area. Much of this land was part of the Llano Grande land grant issued to Juan Jose Ynojosa de Balli. On November 12th 1926, H.B. Seay and Wm. George, both of the City of Mercedes, in Hidalgo County, Texas; and H.L. Seay of the City of Dallas in Dallas County, Texas, associated themselves and formed a private corporation under and in pursuance of the laws of Texas, and named it Elsa Town site Company.

The Planned Valley Town" was founded in March of 1927 when a City Planning Engineer, Major Edward A. Wood, of Dallas, Texas, submitted scientific planning details for the future development of a new town-site in the Rio Grande Valley of Texas. Its business, industrial and residential districts were laid out to provide for future expansion and to prevent the problems and expense that confronted so many young towns in endeavoring to adjust themselves to a growing population and increasing business activity. The carefully laid plans were indeed well thought out and "The Planned Valley Town" went on sale at public auction on March 2, 1927. The auction was held in the center of Hidalgo County during the fertile cotton field and typical southwest brush, and the only habitation at the time was a lone country store operated by Mrs.' Elsie George, whose husband, William George, was farming adjoining acreage. So what would be more appropriate than naming the town after Mrs. William George? The Southern Pacific Railroad, serving the future town, was consulted and to keep step with tradition, readily agreed to the Spanish tradition for Elsie and the town was officially name Elsa after Mrs. William George.
The present day City of Elsa is located in the heart of the citrus and vegetable section of the Lower Rio Grande valley; in the east-central section of Hidalgo County in the southernmost tip of Texas.
Elsa is the intersection point of two main paved roadyrays: Highway 107 running East to Harlingen and Browns- 1 ille and West to Edinburg and Mission; and Highway 88 lunning from Weslaco North through Elsa and meeting I ne main traffic arteries to San Antonio and Corpus Christi. "fhese two Highways, intersecting. at Elsa, carry a large Oortion of the traffic entering and leaving the Valley. Elsa /f; also situated on the main line of the Southern Pacific railroad that serves this section of the State. It is also Served by the Union Bus Lines which make connections to all Valley and out of the Valley points.
Elsa is the center of the most concentrated vegetable growing portion of the Lower Rio Grande Valley and can claim the largest branch of the largest vegetable growing and marketing concern in the world, F. H. Vahlsing, Inc. This great organization .is managed by Melvin A Giese, who is also Elsa's Mayor. This enterprise owns 25,000 acres of. Vegetable land from which they can load a carload of packaged vegetables every 12 minutes. Elsa is proud of being a part of this "The World's Biggest Vegetable Patch" as it was referred to by Norman Carlisle in his copyrighted article in 1947) published in Coronet Magazine and the Reader's H. Vahlsing, Incorporated was the first concern to introduce the use of snow. icing of vegetables which make it possible to completely protect the contents of a railroad car, eliminating expensive inspections and reicings while in transit.
The surrounding area of Elsa comprises several thousand acres of the Valley's finest citrus. The Engleman Gardens Association located in the heart of Elsa is a Cooperative Citrus Packing Plant and a member of the Texsun family. The Engleman Products Company, located adjacent to Elsa, is also a large enterprise growing, processing and marketing citrus products and by-products.

The Elsa Canning Company, owned and operated by Carl Roettele, opened . in 1943 with 6,000 sq. ft. of plant and today is operating with 45,000 sq.ft. and a capacity of 12,000 cases per day. Due to the location in the heart of the valley tomato growing section, the Elsa Canning Company processos 20% of the total pack of tomatoes and tom:ito products packed annually by the forty canning plants of the Rio Grande Valley. A most unique Tomato Festival and Rodeo is staged in Elsa every year on May 5th. The celebration is in honor of the Valley's second major crop, the Tomato; and the date is in honor of the Mexican holiday, "Cinco de Mayo." This yearly event is a large affair las:ing 4 to 5 days with an R. C. A. approved Rodeo whose attractive prizes and purses attract the very best Rodeo performers from the U. S. A. and Mexico. During the Christmas Holidays it is the policy of Santa Claus to come to Elsa each year by airplane and this celebration is enjoyed by the adults as well as bringing untold joy to the children.
